Redwood Junior Soccer Field Funding PolicyPrintable

OBJECTIVE

The Redwood Junior Soccer League (“RWL”) recognizes the need for additional soccer fields and collects and intends to continue to collect funds from all teams and players in the League to increase the number of soccer fields available.

The RWL intends to expend these funds to support major field development projects that will benefit the teams and clubs within Redwood League.

FUNDING PRIORITY

Funds will be pledged and disbursed to qualifying Projects in the order requested. In the event that requests for funds exceed the available funds:

  1. The highest priority will be given to adding lights to an existing field.
  2. When comparing two projects, a higher priority will be to projects which establish new fields over upgrading existing fields.
  3. When comparing two projects, a higher priority will be to projects which establish new synthetic turf fields over new natural grass fields
  4. When comparing two projects, a higher priority will be to projects which establish new fields with lights over new fields without lights.
  5. When comparing two projects, a higher priority will be to projects primarily designated for soccer fields over projects that are shared with other sports

APPLICATION

A request for funds must originate from the Club(s) within the RWL subject to the criteria and restrictions of this policy. The request must be in writing and signed by the President of the requesting Club(s). The request must address how the Project meets each criteria and restriction of this policy.

In order to be eligible for funding, the Executive Committee of the RWL Board of Directors must determine that the proposed Project will increase the field resources available to youth playing competitive soccer in a playing league associated with the RWL.

  1. Projects must be within the geographical boundaries of the RWL.
  2. Projects must have a minimum 20 year expected use by the public.
  3. Projects must be for outdoor fields suitable for soccer. Projects must include soccer as a primary targeted sport.
  4. Projects must be owned and operated by a government agency including a municipality; county; or state; elementary, high or community college school district; parks district or similar agency.
  5. Projects must directly increase field resources. Projects must be for new capital expenditures such as new fields, adding lighting to existing fields or converting natural grass fields to synthetic turf. Projects can not be for maintenance of existing fields, rehabilitation of fields in poor condition, replacement of synthetic turf surfaces, or solely upgrading of facilities (restrooms, bleachers, water fountains, parking or similar infrastructure) at existing fields.
  6. Request for funds must be initiated by a Club in good standing within the RWL.
  7. Requirements and terms for access to the Project for the RWL and Clubs associated with the Redwood Junior Soccer League will be no less favorable then the requirements or terms offered to any other non-government contributor to the Project.
  8. Projects must seek a substantial total contribution from the general public The total sought funds must exceed $100,000 or 20% of the projected cost of the project.
  9. Funds are restricted to offset construction capital expenses. For example, Project funds are not available for programs, uniforms, corner flags, goals, etc.
  10. Funding for all projects will not exceed the amount designated by the RWL Executive Committee
  11. The Club requesting the RWL expenditure must raise other funds from its own members or fund raising activities.

AMOUNT & DISBURSEMENT

  1. For eligible Projects, subject to funds availability, RWL will pledge and contribute a percentage of the funds sought from non-government entities and the general public . Government (city, county, state and school district) expenditures and grants obtained from governments are not funds from the general public. Bonds raised by government agencies are not funds from the general public. Grants from private foundations, funds from soccer clubs and teams, and donations from individuals, companies and corporations are from the general public.
  2. For a project that provides a new field that did not previously exist (in any condition) at the Project site, RWL will contribute no more than 10% of the community fund raising target toward the project. The RWL contribution will not exceed $50,000 per field.
  3. For improvement projects, RWL will contribute no more than 8% of the community fundraising target toward the project. An improvement project increases the use of an existing field via the conversion to synthetic turf or the addition of lighting. It is immaterial if the existing field was previously not used for competitive soccer. The RWL Contribution will not exceed $50,000 per field.
  4. Funds can be pledged by the RWL at any time during a capital campaign. Pledges will be good for four years, after which they expire.
  5. Pledges will not be funded until after a bid for construction has been accepted by the agency developing the Project.
  6. Redwood League expenditures will be made directly to the lead agency responsible for Project construction.
  7. Funds will not be made retroactively, even if the capital campaign is ongoing. Projects that have completed construction are not eligible.

APPROVAL

The RWL Board of Directors at a regularly scheduled meeting must approve by majority vote the disbursement of any funds or the commitment via a pledge of any funds.
